add logic for type 'text/envjs'

I'd like to propose adding the optional type 'test/envjs' for
and additional loading strategy that will allow some scripts that
declare this type to be loaded. this will allow platforms that use
envjs on the serverside to load scipts with this type but not on
the client.
The strategy will need to support ;-delimited types so a script can be loaded on both the client and the server.
