Html parser script loading not aligned with xml script loading

recent changes to script loading have not carried over to the html parser. We also need to easily enable folks to specify which parser they want to use.

- State changed from “new” to “invalid”
going to mark this as invalid. moving to 1.1 i want the focus to be on a unified parser that is much looser and handles html tags and in-the-wild markup.
